This is the way most weapons work now as all 2h for example have exactly the same dps, attack speed etc assuming same ilevel, same for 1h Maces etc and 1h daggers. Now getting a weapon is all about RNG. Besides, Boomkin is better :^). I was able to get some weapons on my alts from those assaults and some of the emissaries. Survival wants nothing to do with Mastery, and until that point I was not able to get a good weapon for it anyway.
