It's so dumb it goes all around to become funny to me :D. Nice review and I mostly agree with it. By the sounds of it, it seems to be a solid expansion, although probably not essential at least until you've experienced everything from the base game.

If this matters a lot to you, I'd recommend to look at the House Rules section; there's a popular house rule mod that adds a point system that takes everything into account which I'll highly recommend.

I’d love to see more agenda cards, not tied to factions, as those easily the most fun to work on.

Side-quests offer interesting twists and alternative encounters, even when replaying a known scenario. Obviously, it also adds much needed extra encounters, new characters, enemies and scenarios, and expands the maps and old scenarios as well.

The game also revels in randomness that may turn some off.

Not that that's a bad thing at all - better have something that works alright instead of overdoing it - it's like the old argument that what makes a Fallout game is the flavour and setting, not the gameplay.
